Charles & Nikki Spencer
District Governor 2007-08
Charles obtained his undergraduate degree in New Orleans from Tulane University and his law degree in Baton Rouge from the L.S.U. School of Law. He then served 4 years in the Office of General Counsel, Federal Communications Commission, in Washington, D.C., before returning to Baton Rouge in 1979 and going into private practice with the predecessor of his current law firm-Hebert, Spencer, Cusimano & Fry, LLP. He has also held the position of General Counsel of the Louisiana Association of Broadcasters for over 20 years and represented Friends of Louisiana Public Broadcast for equally as long.
The Rotary Club of Baton Rouge, one of the world's largest with over 500 members, admitted Charles in 1985 and he served as its president in 1996-97. As Club President he initiated a joint project with Louisiana Public Broadcasting to honor annually 8 "Young Heroes" in grades 4-12 from throughout the state; the Young Heroes Program is now in its 12th year and has been voted the most popular program ever undertaken by his Rotary Club. Charles later served 3 years as an Assistant District Governor of District 6200.
Charles is a trustee of the District 6200 Foundation, which has provided major funding for hurricane relief and recovery efforts throughout the region along the Gulf Coast. He has received the Rotary Foundation Distinguished Service Award and a District Special Achievement Award for his work with Rotary Friendship Exchange. He and his wife are Paul Harris Fellows and he is a Paul Harris Benefactor.
Charles is active in many civic organizations. He was a member of the 2006 class of Leadership Louisiana and is a recent past chairman of the Istrouma Area Council, BSA. He is also a past president of Junior Achievement of Baton Rouge and Acadiana, Baton Rouge Public Radio, the Big Buddy Program and the Young Lawyers Section of the Louisiana State Bar Association. He is a lifetime member of the International Fellowship of Scouting Rotarians.
Charles was raised in Farmerville, Louisiana, and is married to Nikki Spencer, a native of McMinnville, Oregon. Nikki has a Master of Architecture Degree from the University of Oregon and they met while she was on the faculty of L.S.U.'s College of Art and Design from which she is now retired. Their marriage of 25 years has been blessed with 4 boys who are now ages 19 (triplets!) and 23, all in college.
Traveling is one of several interests that Charles and Nikki enjoy, having attended RI conventions in Nice, France; Calgary, Alberta, Canada; and Glasgow, Scotland. Several of their trips have been to Egypt to visit his sister who has worked for the American University in Cairo for 36 years. Charles also enjoys reading, camping and is a certified scuba diver. Nikki likes to watercolor and enjoys experiencing Louisiana history first-hand.
